Universal Service covered by this decision


This decision focuses on services that integrate the universal service provided by CTT, except for bulk mail, which is governed by the special tariff regime defined by article 14-A of the Postal Law.

Services on which this decision focuses represent between 35% to 45% of total postal service traffic and total traffic in the scope of the universal service in 2013.

Taking into account services currently provided by CTT, services covered by this decision, in decreasing order of relevance in terms of traffic, are as follows1:

- Standard mail (excluding bulk mail);
- Registered mail and insured mail;
- Editorial mail/ newspapers and other periodicals;
- Priority mail;
- Easy mail;
- Legal summons and notifications service;
- Postal parcels up to 10 Kgs, in the standard parcel modality;
- International prime priority mail;
- International economic mail - Special Regime.
This scope does not cover incoming international mail from abroad bound for Portugal.
