R&TTECA and EUANB meetings - Munich


The Radio and Telecommunication Terminal Equipment Compliance Association (R&TTECA) and the notified bodies and competent authorities in the scope of the Electromagnetic Compatibility (EMC) Directive of the European Union Association of Notified Bodies (EUANB) met last 8-9 December in Munich, Germany. The 75 participants included representatives of administrations, the European Commission (EC), notified bodies, competent authorities, standardisation bodies and observers.

The following issues stand out among those considered at the meetings:

  • To accompany the Radio Directive (RE-D), R&TTECA will change designation and be designated the Radio Equipment Directive Compliance Association (REDCA). The secretariat services will accordingly change/adjust REDCA's rules of procedure. A new website will be set up only for members of the future REDCA (www.redca.euhttp://www.redca.eu/). REDCA’s logo was approved;
  • The EC representative presented several conclusions of the workshop on RE-D transposition held last November in Brussels, specifically:

    - the RE-D should not be used before 13 June 2016;
    - the notified bodies should not issue any test report or type examination certificate before 13 June 2016 that refers to the RE-D;
    - the notified bodies should place a validity date, 13 June 2017, on current R&TTED opinions;
    - the member states should begin to notify the notified bodies so they can have time to be included in the NANDO database;
    - equipment operating under 9 kHz, previously excluded, will be encompassed by the scope of this directive;
  • A guide to RE-D implementation is being developed and should be finished before the directive is applied. Besides the member states, the R&TTECA is also involved in this process. A guide is likewise being prepared for the notified bodies to evaluate in the scope of the RE-D;
  • The new EMC Directive 2014/30/EU will be applicable starting on 20 April 2016. All telecommunications terminal equipment will shift from the R&TTE Directive to the EMC Directive. There is no transition period in application of the latter;
  • The notified bodies should not issue reports or certificates for the new directive before 20 April 2016. The notified bodies should place the 20 April 2016 validity date on opinions issued in accordance with the current directive.

The next meeting will be held in May 2015 in Gothenburg, Sweden (the day has yet to be determined).
