The January 2015 issue of the Spectru monthly bulletin includes reports about ANACOM's decisions on publication of the quality of service performance levels associated to the reference poles access offer (RPAO) and on identification of entities obliged to contribute to the compensation fund for universal electronic communications service and the setting of the value for extraordinary contributions vis-à-vis the net costs of universal service. Other articles concern public consultations on the following: the market for high quality wholesale access at a fixed location (wholesale leased lines); draft evaluation procedures for the ITED (3rd edition) and ITUR (2nd edition) telecommunication infrastructure manuals; setting of quality of service parameters and performance goals associated to universal postal service provision to be in force during the three-year period 2015-2017; and the draft regulation on pre-contract and contract information, encompassing a consolidated information system in that regard.

Other highlights include third quarter 2014 postal service statistics, workshops for trainers specialising in the updated ITED and ITUR frameworks, the candidacy process for the ANACOM Prize - Economics of ICTs, addressed to the ANACOM Best Workshop Paper Award and the ANACOM Young Researcher Award, and the signing of ANACOM cooperation protocols with the University of Aveiro and ISCTE-Lisbon University Institute (ISCTE-IUL).
