Radio Licensing Regulation approved


By final decision of 5 March 2015, ANACOM has approved the ''Radio Licensing Regulation''.

This Regulation stems from the need to review Notice no. 15252/2009, published on 31 August 2009, on the stations which require radio licensing and the items referring to the award or amendment thereof, taking into account, inter alia, the following:

  • the introduction of the concept of technological neutrality, which, as regards radio licensing, led to the removal of references to technologies such as the Global System for Mobile Communications (GSM) or Universal Mobile Telecommunications System (UMTS) and the emergence of networks which support terrestrial electronic communications services;
  • the need to define the licence concept for the 2 GHz MSS network (mobile satellite service in the 2 GHz band), with Complementary Ground Component (CGC) stations;
  • the decision of the World Radiocommunication Conference 2012 (WRC-12) which, in the context of the aeronautical mobile service, identified networks supporting surface applications;
  • the need to provide a licensing framework for networks of the terrestrial radio-service, consisting of location and centralized monitoring systems, which have recently emerged, as well as earth stations of the space research service.

The present Regulation enters into force on the day following that of its publication in Diário da República (Official Journal).
