The present legal framing of ICP - Autoridade Nacional de Comunicações (ICP-ANACOM) was established by Decree-law no. 309/2001 of 7 December, which approved the respective Statutes.

ICP-ANACOM is an independent entity as to the fulfilment of its duties, with important powers and competences, being committed to the mission of regulating, supervising and representing the communications sector, which takes on increasing importance in modern societies.

Having come to an end the mandate of all the members of the board of directors, following the lapse of the term for which they were designated, the appointment of a new board is deemed as necessary.

Under the terms of the respective Statutes, the members of the board of directors of ICP-ANACOM are appointed by resolution of the Council of Ministers among people of recognised capacity, independence and technical and professional competence, which are features that are actually acknowledged in the profiles of the personalities subject to the present appointment.

Therefore:

Under the terms of article 199, paragraph d), of the Constitution and pursuant to article 21 of the Statutes of ICP - Autoridade Nacional de Comunicações, approved by Decree-law n.º 309/2001 of 7 December, the Council of Ministers hereby resolves:

1 - To appoint, upon proposal of the Minister of Economy, the members of the Board of Directors of ICP - Autoridade Nacional de Comunicações, under the following terms:

President - Álvaro Cordeiro Dâmaso.

Maria do Carmo Félix da Costa Seabra.

2 - The present appointment takes effect from the date of its approval.

For three years, at the Faculty of Economy, a course in Microeconomy - applications in the field of telecommunications, as part of the Masters in Applied Economy Programme of the Faculty of Economy at the Universidade Nova de Lisboa (UNL).

In 2000/2001 a course in Postal Economy (about 20 lecture hours) given in the context of the MBA programme of the UNL Faculty of Economy for the CTT (Portuguese Postal Service).
