Council of Administration (CA) project groups - Berne


The project groups (PGs) of Committee 1 on Governance and Regulatory Issues of the UPU Council of Administration held meetings last 15-17 April in Berne, Switzerland. ANACOM accompanied the work of the PGs on Regulatory Issues, Acts of the Union and Reform of the Union.

Regarding PG Regulatory Issues, a highlight was the presentation of a study on access of external actors to UPU products and services, the continuation of work undertaken with a view to developing a sanction mechanism for long term debts associated to terminal charges between designated operators, and the Argentine proposal to strengthen the regulatory function in the UPU scope. The International Bureau (IB) also presented a set of recommendations to amend provisions of the Postal Convention and the regulations associated to fundamental principles applied to the member states with multiple designated operators (DOs). Finally, China called attention to a number of practices by some DOs with repercussions on mail exchanges in the country of origin.

Noteworthy in the work of PG Acts of the Union were the revision of the Convention and its regulations and of the regulations for correspondence and parcels. The possibility that the UPU Convention may take on a permanent nature was also subject to analysis.

As for PG Reform of the Union, the work referring to a clear distinction between the Union’s different bodies and to more participation by stakeholders in the UPU’s Consultative Committee (CC) was also updated.

The next PG meetings will be held during the November 2015 CA in Berne.
