Opened licensing procedure for ERMES

The licensing procedure for the provision of ERMES, the European Radio Message System, in Portugal was opened on 13th February. This is a public use telecommunications paging service which enhances the features of the system currently in use.

The issue of licences for the provision of the ERMES service is covered by the regime contained in Decree-Law no. 381-A/97, of 30th December and involves the allocation of frequencies in accordance with the regime of full accessibility. The licences to be issued are covered by the regime contained in this act as well as other legislation in the communications sector.

In addition to reception, ERMES also permits the sending of numeric and/or alphanumeric paging messages as well as data messages in transparent mode in any zone covered by the service to appropriate non fixed terminal equipment. The ERMES system also permits access to the identical service of other countries.

The network supporting the ERMES system will be interconnected to the networks supporting the fixed telephone service, fixed telex service and switched data transmission service.

Frequencies in the 169.4125 to 169.8125 MHz bands have been allocated for the provision of this service.

The service is required to cover a minimum 30% of the national population up until the end of the second year from the date of the service's commercial launch and 80% up until the end of the tenth year.
