Consultation on the determination of reference speeds associated with coverage in the 800 MHz frequency band


By decision of 28 May 2015, ANACOM has approved the draft decision on the determination of the reference speeds associated with the coverage obligations in the 800 MHz frequency band for each of the companies subject thereto, pursuant to the conditions imposed subsequent to the corresponding auction.

In this regard, the respective auction regulation (Regulation no. 560-A/2011 of 19 October) imposed a coverage obligation as a condition associated with the rights of use allocated in the 800 MHz frequency band. Additionally, by determination of 21 March 2014, ANACOM defined the methodology to be used in determining the reference speed associated with these coverage conditions.

ANACOM is now determining this reference speed for each of the companies holding rights of use of frequencies in this band, i.e. MEO - Serviços de Comunicações e Multimédia, NOS Comunicações and Vodafone Portugal - Comunicações Pessoais.

This draft decision was submitted to a prior hearing of interested parties, in accordance with the Código do Procedimento Administrativo (Administrative Proceeding Code) and to the general consultation procedure established pursuant to article 8 of Lei das Comunicações Eletrónicas (Electronic Communications Lawhttps://www.anacom.pt/render.jsp?categoryId=333114). In both cases, respondents are given a period of 20 working days to comment, so that responses to the consultation are to be submitted no later than 29 June 2015.
