9th meeting of CPG PT-D - Vilnius


The ninth meeting of project team D (PT-D) of the Conference Preparatory Group (CPG) was held last 21-24 April in Vilnius, Lithuania, chaired by Didier Chaveau of France and attended by nearly 100 participants, among them representatives of 28 administrations, the European Communications Office (ECO), the European Commission (EC), operators and manufacturers.

This group prepares European common proposals (ECPs) for the upcoming 2015 World Radiocommunication Conference (WRC-15), studying and allocating additional spectrum for mobile service – international mobile telecommunications (IMT) – item 1.1 of the WRC-15 agenda, besides determining the conditions for use of the 694-790 MHz frequency band by mobile service (except aeronautic mobile) – item 1.2 of the WRC-15 agenda.

Highlights of the meeting include finalisation of the results obtained, especially regarding item 1.1 of the WRC-15 agenda vis-à-vis the identification of several spectrum bands that may be used by IMT systems, namely in the L band (which includes, for example, 1452-1492 MHz) and in the C band (which includes the sub-bands 3400-3600 MHz and 3600-3800 MHz). The respective ECPs were therefore prepared.

Regarding item 1.2 of the WRC agenda, discussion centred on the new resolution concerning the 700 MHz band (694-790 MHz), specifically to consider auxiliary broadcasting services and auxiliary programme making services, and on Resolution 224 (frequency bands for IMT’s terrestrial component below 1 GHz). Note also that agreement was reached on the CEPT position proposals regarding the lower limit of the band to be designated for mobile service (that limit should be 694 MHz) and on how the technical compatibility requisites for broadcasting and mobile service should be implemented.
