DTT - Consultation on the conclusions of the investigation into costs and earnings


By decision of 22 July 2015, ANACOM has approved a draft decision on the conclusions of the comprehensive investigation into the costs and earnings of the digital terrestrial television service (DTT) provided by MEO - Serviços de Comunicações e Multimédia (MEO).

In summary, it was concluded as follows:

  • to close the comprehensive investigation into the costs of the DTT service provided by MEO, concluding that the costs presented in the sistema de contabilidade analítica (Analytical Accounting System) relating to this service did not give rise to reservations;
  • that the price which MEO currently charges television operators for the DTT service is not excessive in light of the costs of 2013;
  • to recommend to MEO that, without prejudice to the analysis of the market which includes its operation of the DTT service, it should, upon its own initiative, take into account the present methodology and reduce prices applicable to the DTT service in the event that free capacity in the MUX A is taken up or where an evolution in costs warrant a reduction in prices.

This draft decision was submitted to the prior hearing of interested parties, in accordance with the Código de Procedimento Administrativo (Administrative Proceeding Code) and to the general consultation procedure laid down in Article 8 of LCE - Lei das Comunicações Eletrónicashttps://www.anacom.pt/render.jsp?contentId=975162 (Electronic Communications Law). In both cases, interested parties have been given a period 30 working days to respond (in writing and in Portuguese).  As such, comments should be sent, no later than 7 September 2015, by email to precoTDT@anacom.ptmailto:precoTDT@anacom.pt1.

Once the consultation process has been concluded, the contributions received will be made public. Therefore, for the purposes of publication on this website, interested parties should also submit a non-confidential version of their responses, excluding any items considered confidential.
