Quality of service evaluation of GSM, UMTS and LTE mobile networks


ANACOM has conducted studies to evaluate quality of service in voice and data services and radio coverage provided by the mobile networks of MEO - Serviços de Comunicações e Multimédia (MEO), NOS Comunicações (NOS) and Vodafone Portugal - Comunicações Pessoais (Vodafone). These studies focused on the main urban centres and main roads of mainland Portugal (between 30 September and 3 December 2014) and on the main urban centres and main roads of the municipalities of Odemira and Vila Flor (September 2014).

The study which focused on the main urban centres and main roads of mainland Portugal concluded that the mobile communication systems provided good levels of GSM and UMTS network coverage and good voice service performance.

The performance of data services and LTE network coverage varies depending on the type of site analysed. In urban centres good levels of performance were observed with good LTE network coverage.  Along main roads, mobile communication systems provided weak LTE coverage and acceptable levels of data service performance, albeit significantly poorer than as recorded in urban centres.

The study conducted in the municipalities of Odemira and Vila Flor concluded that large geographic areas remain with no coverage or poor coverage, undermining the performance of the electronic communication services supported by the mobile communication systems of MEO, NOS and Vodafone.

The coverage and performance levels of the services reported in this study are significantly below those reported in the study, conducted between September and December 2014, focusing on the main urban centres and the main roads of mainland Portugal, with very significant differences observed in performance between the operators, technologies and services analysed.
