Meeting of the International Roaming drafting group and conference - Geneva


The drafting group on International Roaming met last 16-17 September in Geneva. This group was set up in the scope of activity of study group 3 (SG3) of the ITU Standardisation Sector (ITU-T), responsible for handling political and regulatory issues in the telecoms sector.

The meeting was attended by representatives of 21 member states and various sector members.

Discussion focused on the drafting of a new recommendation on international roaming: “Methodological principles for determining international mobile roaming rates”.

The gathering was marked by controversy, especially when a proposal for a new mobile operators association was discussed; the participants failed to reach consensus.

The drafting group finished work on a proposed text for the new recommendation, which will be analysed and eventually adopted at the next SG3 meeting, scheduled for February 2016.

The “Let’s Roam the World: the ITU global dialogue on international mobile roaming” conference was held last 18 September, with discussions focusing on different regulatory experiences around the world, especially the European experience. The conference participants included representatives from the Body of European Regulators for Electronic Communications (BEREC), the European Commission (EC) and the European Parliament (EP).

As chair of the working group (WG) on International Roaming of the Association of Communications and Telecommunications Regulators of the Portuguese Language Countries (ARCTEL-CPLP), ANACOM’s representative at the conference presented initiatives that have been developed in the scope of that WG.
