24th BEREC plenary meeting and IRG General Assembly - Riga


The third meeting of the BEREC Board of Regulators (BoR) and of the Management Committee (MC) of the BEREC Office, as well as the IRG General Assembly, were held last 1-2 October in Riga, Latvia, all chaired by Fátima Barros.

The various issues dealt with at BoR level included approval of the report on common characteristics of layer 2 wholesale access products, based on which BEREC aims to develop a common position. Another highlight was the approval for public consultation of BEREC’s proposed working programme for 2016 and of the draft reports on over-the-top (OTT) services, the internet of things (IoT) and access by disabled users. Also noteworthy was the preparation of BEREC’s response to the European Commission (EC) on the review of the regulatory framework for electronic communications and the discussion about BEREC’s work following the agreement in the scope of the telecoms single market (TSM) legislative process.

At MC level a number of administrative questions concerning how the BEREC Office works were considered.

The IRG General Assembly also considered administrative issues, a highlight being approval of the 2016 budget.

On 30 September, the day before the plenary meeting, BEREC held a two-session workshop. The first session was organised together with the European Regulators Group for Postal Services (ERGP) and concerned price transparency and regulatory oversight vis-à-vis cross-border parcels. The second focused solely on the BEREC ambit and considered migration to all-IP networks.
