2nd meeting of the dedicated group on Document Access Policy and 5th meeting of the working group on Financial and Human Resources - Geneva, 06.10.2015 and 07-09.10.2015


Geneva hosted last 6 October the second meeting of the dedicated group on Document Access Policy, chaired by Petko Kantchev of Bulgaria, and on 7-9 October the fifth meeting of the International Telecommunication Union (ITU) council working group on Financial and Human Resources (CWG FHR), chaired by Bruce Gracie of Canada.

The dedicated group on Document Access Policy achieved major advances in determining a policy for that area. From the start it was accepted that the policy could be approved on an interim basis at the next ITU Council meeting and that it could definitively be adopted at the next Plenipotentiary Conference in 2018 (PP-18).

As for CWG FHR, one of the main points under discussion concerned the memorandum of understanding (MoU) between the ITU and the DONA Foundation. Some member states were very concerned about eventual strategic and financial implications of the agreement with respect to the ITU.

Another relevant issue was the analysis of alternative revenue sources. In that context, a review of fees associated to international numbering resources (INR) was considered, along with revision of the policy of exemptions for ITU sector members.

The next CWG FHR meeting will be held on 23-25 February 2016.
