European Union Council of Transport, Telecommunications and Energy Ministers - Meeting results


A meeting of the European Union Transport, Telecommunications and Energy Council was held on 10 and 11 December 2015 in Brussels, chaired by Xavier Bettel, Prime Minister and Minister for Communications and the Media of Luxembourg, and by François Bausch, Minister for Sustainable Development and Infrastructure.

In the area of telecommunications, the Council addressed a range of issues including in particular:

  • presentation of a progress report on the proposed rules to make public sector websites more accessible - draft directive which seeks to make standardised accessibility features mandatory for certain types of public sector body websites;
  • information on the agreement reached with the European Parliament (EP) and the European Commission (EC) on the Directive on network and information security (NIS), which will set out cybersecurity obligations for operators of essential services and digital service providers;
  • debate on the review of the regulatory framework for telecommunications in the EU - the future rules should ensure a level playing field for service providers and a high level of consumer protection. They should favour investment, competition and innovation (The EC plans to present new proposals to revise EU Telecoms rules in 2016).
