R&TTECA and EUANB meetings - Nice

The meetings of the Radio and Telecommunications Terminal Equipment Compliance Association (R&TTECA) and of the notified bodies and competent authorities in the scope of the Electromagnetic Compatibility (EMC) Directive of the European Union Association of Notified Bodies (EUANB) were respectively held last 2 and 3 November in the French city of Nice. The gatherings were attended by 90 participants, representing administrations, notified bodies, competent authorities, standardisation bodies and observers. The European Commission (EC) was represented by Nikos Michailidis.

The following matters were notably considered:

  • The member states should adopt and transpose Directive 53/2014/EU by 12 June 2016, informing the EC thereof. From 13 June 2016 on the document transposed into national law must be applied in the respective countries;
  • Under the Radio Equipment Directive (RED), placement of the notified body (NB) number is only verified in module H, i.e. when the NB is involved in monitoring the manufacturer’s quality control system;
  • An RED implementation guide is being produced and should be presented at the next meeting of the Telecommunications Conformity Assessment and Market Surveillance Committee (TCAM) in January/February 2016. The guide will be made available in all EU languages;
  • The report from the seventh market surveillance campaign concerning remotely piloted aircraft systems (RPAS), commonly known as drones, operating in the 2.4 GHz band, has been posted on the EC website. This assessment also covers video links and on-board telemetry that work in other frequency bands (e.g. video transmission in the 5.8 GHz band);
  • The new EMC Directive, 2014/30/EU, will be applied from 20 April 2016 on; there will be no transition period as there are no changes in its scope;
  • The joint market surveillance campaign under the EMC Directive (EMCD) and the Low Voltage Directive (LVD) devoted to projectors is now under way. The next European market surveillance campaign (2016/2017), originally concerning wireless chargers, will instead focus on inductive products.

The next meeting will be held on 8-9 May 2016 in Gilford in the United Kingdom.
