EU-Latin America Cullen Symposium


The regulatory symposium gathering regulators and stakeholders from Europe and Latin America took place last 5-6 November in Cartagena, Colombia. As chair of both BEREC and ANACOM, Fátima Barros spoke at its opening, where she reaffirmed as a fundamental principle that the promotion of competition is investment in new infrastructures.

Barros also referred to the financial crisis’s impact on the electronic communications sector, the competitive pressure operators face due to over-the-top (OTT) providers, challenges deriving from the European Commission Strategy for the Digital Single Market and the review of the European regulatory framework for the sector, indicating BEREC’s initiatives in that respect.

Lastly, also noteworthy was the BEREC and ANACOM chair’s participation on the panel on regulation of next generation networks, where she referred to not just symmetric and asymmetric regulatory action at that level but also to co-investment initiatives meant to encourage investment in fibre optic networks.
