The Postal Union of the Americas, Spain and Portugal (UPAEP) is an intergovernmental organization, gathering at present 26 State Members, with headquarters in Montevideo, in the Oriental Republic of Uruguay. Established in 1911, under the designation South America Postal Union, this Organization has amended successively its scope and designation. Thus, in January 1991, Portugal acceded, having the organization assumed on this date its current designation. Portugal has, ever since, participated regularly in the organization?s tasks.

Within the UPAEP framework, the main representatives of all Member States meet in congress, every five years, to discuss general matters and Union management, determining the respective action priorities and to revise the fundamental means.

In 2000, the XVIII Postal Union Congress of the Americas, Spain and Portugal, was held in Panama. At this Congress, the final acts of the 6th Additional Protocol to the Constitution and General Regulation of Postal Union of the Americas, Spain and Portugal, were approved.

At the 2000 UPAEP Congress, Portugal has voted in favour of adopting the above mentioned means and for that matter, the Portuguese State should approve favorably.

Thus:

Pursuant to paragraph c) of no. 1, article 197 of the Constitution, the Government approves the final acts of the XVIII Postal Union Congress of the Americas, Spain and Portugal held in Panama in 2000, which comprises the 6th Additional Protocol to the Constitution and General Regulation of Postal Union Congress of the Americas, Spain and Portugal whose text in Portuguese and Spanish is publish annexed to the present diploma.
