Methodology used to measure UMTS coverage provided by mobile operators

By decision of 19 March 2008, ANACOM approved the methodology to be used in the measurement of UMTS coverage provided by mobile operators. This methodology includes the following actions:

Request detailed information from mobile operators in support of the UMTS coverage reported to ANACOM, in particular, theoretical studies of UMTS coverage, including the detailed assumptions used in planning.
Based on this information, and if necessary, conduct coverage studies to measure UMTS coverage reported by operators to ANACOM, calculated in accordance with the calculation methods used by operators.
If necessary, undertake measurements on the ground, selecting sampling points in order to check the UMTS coverage values reported by operators, ensuring greater practical consistency in the process.
