As part of the ''ANACOM Alerts'' initiative, launched to strengthen the information that ANACOM makes available to consumers on specific sector issues and reflecting the main issues raised in complaints, the following article was published on 4 June (Correio da Manhã) and 5 June (Jornal de Notícias):
Roaming communications
The prices charged for communications made while roaming in the EU, Iceland, Norway and Liechtenstein may not exceed the price charged nationally for communications to other networks in Portugal, subject, with some exceptions, to a maximum surcharge (excluding VAT) of:
- 5 eurocents/min. on calls made
- 1.14 eurocents/min. on calls received
- 2 eurocents/SMS sent
The cost of using the Internet while roaming cannot, exceed the national price, subject, with some exceptions, to a maximum surcharge of 5 eurocents per MB.
Check with your provider before you travel!

Are you locked into your contract with your communications provider?
If you are, you will need to maintain your contract with your provider for a fixed period. If you decide to cancel it early, you will have to pay a penalty.
Before contracting a service, check to see if you will be subject to a contract lock-in period. Before accepting a discount or promotion, changing you tariff or address, check to see if you will be subject to a new contract lock-in period; check for how long and what penalties you will have to pay if you decide to cancel the contract early.
The provider is responsible for demonstrating that a penalty is payable. If you cannot reach an agreement with your provider, refer your dispute to an arbitration centre.
