Meeting of REDCA and EUANB - Zagreb


Meetings of REDCA and of the Notified Bodies and Competent Authorities in the scope of the EMC Directive (EMC Notified Bodies EUANB) were respectively held in Zagreb on 16 and 17 November, attended by 85 participants representing administrations, notified bodies, competent authorities, standardisation bodies and observers. The European Commission (EC) was represented by Dorota Papiewska.

The following stand out among the topics covered at the meetings:

  • About 40 percent of the countries have not yet transposed Directive 2014/53/EU of 16 April on radio equipment (RED Directive);
  • Work to produce the RED Guide is nearing completion though there are still controversial aspects to be included, such as combined equipment. Plans call for the Guide to be published in February 2017, at least with the non-controversial parts;
  • In the eighth European market control campaign focusing on remote control toys a total of 18 member states participated. Portugal also took part in the campaign with recourse to lab tests done at the ANACOM laboratory. Of the 111 devices evaluated, 97 percent were made in China. Notably, 81 percent had non-conformities, 70 percent had administrative non-conformities and 41 percent technical non-conformities. Spurious emissions (98 percent) stand out in the technical non-conformities. It was consequently suggested that supervisory actions regarding remote control toys should continue, apart from meetings with manufacturers;
  • The European Telecommunications Standards Institute (ETSI) will hold in Sophia, France, on 1 December 2016, together with REDCA and the Administrative Cooperation Group in the scope of the Electromagnetic Compatibility Directive, a workshop focusing on the subject of ‘how to place compliant radio equipment on the European market’
  • Some countries, four or five, have not yet transposed Directive EMC 2014/30/EU.
  • The EMC Guide has been ready since May. It is only in the process of being revised by the Commission’s legal services and will be submitted to the next meeting of the working group on Electromagnetic Compatibility in February 2017.

The next meeting will be held in Warsaw on 22-23 May 2017.
