Brussels hosted last 6 December a meeting of the BEREC working group devoted to the review of the regulatory framework. The meeting was chaired by Hungary (National Media and Infocommunications Authority) and focused only on spectrum-related proposals.
Nearly 40 delegates took part in the gathering, representing regulators from around 23 member states, including Portugal (represented by ANACOM).
With a view to a possible BEREC position on the issue, matters for the new regulatory framework proposal that impact spectrum management and are of most concern for the attending regulators were identified and discussed at this meeting. In particular, topics were identified which will be worked on by the drafters who volunteered to develop them:
1. Problem definition and objectives (PTS, ANACOM);
2. Spectrum management and institutional set-up (drafter to be designated);
3. Authorisation and small cells (COMREG, ARCEP, RTR);
4. Peer review (BNetzA);
5. New roles of EC (OFCOM).
The work will continue by correspondence, specifically via the designated drafters. If necessary, a meeting will be scheduled for late January and/or late February. A proposed document on the subject should be completed by 15 March 2017.
