Consultation on the methodology for evaluating the performance of mobile services


By decision of 23 March 2017, ANACOM has approved the draft methodology to be used for evaluating the performance of mobile services and GSM, UMTS and LTE coverage.

ANACOM has been conducting studies on a regular basis since 1999 to evaluate the quality of mobile services and networks in Portugal from a user perspective; the most recent of these studies was published in August 2015.

However, and as mentioned in the "Public consultation report on the actions of the 2017-2019 Multi-annual plan"1, ANACOM saw fit to revise the methodology followed in the most recent study, taking technological and market developments into account. Indeed, although ANACOM intends to pursue a methodology based on drive-tests, it is anticipated that this approach will be subject to a set of adjustments, particularly as regards the specific form in which the tests and measurements are performed.

In this context, in exercise of the powers set out in point h) of paragraph 2, article 9 of ANACOM's Statutes, and in order to collect contributions which may contribute to improving the methodology to be followed, ANACOM considered that it would be fitting to conduct a consultation (for a period of 15 working days) aimed at gathering input on the draft methodology to be used to evaluate the performance of mobile services and GSM, UMTS and LTE coverage.

As such, all stakeholders are invited to comment on the Download file methodology for evaluating the performance of mobile services and GSM, UMTS and LTE coverage (PDF 1072 Kb); responses should be submitted no later than 18 April 2017. It should be noted that this consultation refers only to the technical methodology to be pursued, so that any comments received which refer to other issues, albeit adjacent, will not be considered for the purposes of this procedure.
