On 23 March 2017, the European Commission adopted a Communication http://eur-lex.europa.eu/resource.html?uri=cellar:2c2f2554-0faf-11e7-8a35-01aa75ed71a1.0017.02/DOC_1&format=PDF on the European Interoperability Framework (EIF), which provides specific guidelines for the creation of interoperable digital public services, to be applied by European public administrations to ensure transparent information flows and services at a local and national level.
The new framework offers specific guidance to public administrations across Europe on how to improve governance and ensure that the interoperability of their digital services is not undermined by existing or new legislation.
The framework includes a set of 47 recommendations to increase interoperability between the Member States of the European Union. By applying the EIF, European public administrations will ensure that their services are standardised, automated, streamlined and provided securely in less time and with less effort, cutting bureaucracy for people and businesses.
New recommendations have a stronger focus on openness and information management, data portability, interoperability governance and the integrated delivery of services. The EIF is accompanied by an Interoperability Action Plan which outlines priorities that will support the implementation of these measure up until 2020.
The revision of the EIF is part of the Digital Single Market (DSM) strategy. Successful implementation of the EIF will improve the quality of European public services and digital collaboration between public administrations.
