CTT postal network and offer of services - 4th quarter 2016


The latest report1 on the postal network and offer of services of CTT - Correios de Portugal (CTT), concessionaire of the universal postal service, is now available.

This report, with reference to 4th quarter 2016 (4Q2016), shows that there were 2,339 postal establishments in Portugal operational as at the end of the period (612 permanent post offices, 3 mobile post offices and 1,724 postal agencies).

The total number of postal establishments has remained stable since the end of 4th quarter 2014 (4Q2014) and is in line with the targets for postal network density and minimum offer of services established by ANACOM decision of 28 August 2014https://www.anacom.pt/render.jsp?contentId=13343412, which implicitly requires CTT to maintain 2,296 postal establishments in operation from 4Q2014 (inclusive) until the end of September 20173.

Based on the information reported by the operator, in 4Q2016, the targets for postal network density and minimum offer of services were accomplished by CTT.

At an international level, the situation in Portugal slightly lags the European Union (EU) average (excluding Portugal) in terms of both coverage index and density index, based on data available from the Universal Postal Union (UPU) on the networks of permanent postal establishments of universal service providers in EU Member States (referring to 2015). However, the percentage of postal establishments managed by third parties is higher in Portugal than the EU average.
