Roaming/Mobile EWG - BEREC


Brussels hosted last 7 March a meeting of the BEREC expert working group on Roaming/Mobile, co-chaired by Austria’s PTR and Spain’s CNMC.

The main agenda point was discussion of the document concerning BEREC’s guidelines on the retail aspect of the Roaming Regulation, specifically:

  • application of reasonable use policies for roaming services in the scope of Roam Like at Home (RLAH);
  • sustainability mechanism which according to the Roaming Regulation will enable operators to request permission from national regulatory authorities in countries where they operate to apply surcharges to roaming services if they verify that when implementing RLAH they are unable to cover the costs incurred by providing those services.

Also discussed was the Benchmark Report being prepared, which is meant to gather information about roaming services in various member states, specifically regarding revenue and volumes associated to those services. The discussion therefore also focused on modifying the information-gathering questionnaires for production of future reports to ensure their proper adjustment to the changes introduced by implementation of the RLAH system.
