NN EWG meeting - April 2017


Brussels hosted last 19 April a meeting of the BEREC expert working group on Net Neutrality, co-chaired by the Norwegian Communications Authority and the Dutch Authority for Consumers and Markets.

The meeting’s main agenda points included the presentation and discussion of documents now being prepared by the various NN EWG subgroups, specifically dealing with: the national regulatory authorities’ production of monitoring guidelines for provisions concerning net neutrality, based on harmonised methodologies; the gauging of practices adopted by NRAs vis-à-vis the identification of contractual, commercial and technical practices introduced by internet service providers and to eventually suggest better practices; and the definition of bases to be considered with a view to BEREC building a system to measure service quality that can eventually be used by the NRAs.

Besides the above, key conclusions from dialogues between NN EWG and stakeholders (namely consumer organisations, content and application providers, measurement system suppliers, internet service providers and equipment makers) concerning the implementation of Regulation (EU) 2015/2120 were presented. Several examples of offerings being analysed by a number of NRAs, which would be framed in the scope of zero-rating offers, were also discussed.
