42nd meeting of the RSPG - February 2017


The 42nd RSPG meeting was held last 7 February in Brussels, chaired by the United Kingdom.

1. Update on EC initiatives

The EC presented the document on its activities regarding spectrum policy carried out since the last meeting.

The EC supplied additional information about the status of the proposed directive establishing the Electronic Communications Code, as well as background concerning the EC’s recently issued mandate to CEPT on 5G. The Commission asked the RSPG to participate in the technical revision panel of the broadband mapping project now under way.

2. RSPG WG 5G

The report on this working group’s developments was presented.

3. Framework Review

The progress made in the RSPG working group on the regulatory framework review was presented.

The RSPG adopted an opinion on “spectrum aspects in the proposed directive of the European Parliament and of the Council establishing the European framework for electronic communications”.

4. Internet of things (IoT)

The report on the working group’s progress was presented. The RSPG adopted the draft opinion on spectrum aspects of IoT, including machine-to-machine. This working group will continue to work with BEREC on organising a seminar on spectrum for innovation.

5. Intelligent transport systems (ITS)

The United Kingdom presented the working group’s report. The RSPG adopted the draft opinion on spectrum aspects for ITS.

6. 2019 World Radiocommunication Conference (WRC-19)

The report on progress made by the working group on WRC-19 was presented, as well as an interim draft opinion on “common policy objectives for WRC-19” and an update of the WRC-19 working item.

The EC indicated that it could not take into account the part of the opinion that suggests an interpretation of European Union law. The RSPG adopted the interim opinion.

7. Digital Single Market (DSM)

The report on progress made by the working group that deals with DSM-related issues was presented.

The RSPG thanked the working group for its efforts and recorded the progress made on development of a peer review platform to enable RSPG members to share information and identify best practices for spectrum allocations.

The RSPG members were given until 31 March to send in their information.

The RSPG asked the working group to analyse the best way to carry out the work on coverage in 2017, in cooperation with BEREC.

8. Equipment for programme making and special events (PMSE)

The report on the working group’s progress was presented, highlighting progress in response to the EC request for an RSPG opinion on a “long-term strategy on spectrum needs vis-à-vis future needs and use of wireless PMSE video applications”.

9. Good offices

The report on the working group’s progress was presented along with results of the questionnaire on the 700 MHz band.

The working group will send out the questionnaire again; responses must be submitted by 30 April. The questions will remain unchanged, whereby each country will only change the responses to reflect progress made in the meanwhile.

The next RSPG 2017 meetings will be held on 6 June and 21 November in Brussels.
