Draft addenda to the ITED Manual (3rd edition) and ITUR Manual (2nd edition) - notification to the European Commission


By determination of 16 June 2017, ANACOM has approved draft addenda to the ITED Manual (3rd edition) and ITUR Manual (2nd edition) for notification to the European Commission through IPQ - Instituto Português da Qualidade (Portuguese Quality Institute). Pursuant to articles 3 and 5 of Decree-Law no. 58/2000 of 18 April, at least three months must elapse following receipt of these addenda by the EC before ANACOM can give them final approval.

The proposed addenda seek to enshrine the requirements set out in Regulation (EU) no. 305/2011 of the European Parliament and of the Council of 9 March 2011 (Construction Products Regulation - CPR), which lays down harmonised rules for the marketing of construction products in the EU. Telecommunications cables are among the products covered by the Regulation.

Furthermore, the draft addenda seek to reflect the provisions on classes of telecommunications cables established by Commission Delegated Regulation (EU) 2016/364 of 1 Jul 2015, supplementing the Construction Products Regulation as regards classification of fire reaction properties in construction products. Communication 2016/C 398/09, published in the Official Journal of the European Union of 28 October 2016, refers to the harmonized standards of CENELEC EN50575:2014 and EN50575:2014/A1, setting out reaction to fire performance requirements of power, control and telecommunications cables.

At the same time, approval was given to the reports on the public consultation to which the draft decision was submitted (draft decision approved by ANACOM on 4 May 2017).
