ANACOM carries out 2,147 inspection actions in the first half of the year


Autoridade Nacional de Comunicações (ANACOM) carried out 2,147 inspections during the first six months of 2017, to check the conduct of the various market players and the conditions of radio spectrum use.

In the market of electronic communications services, oversight actions resulted in 267 inspections, which focused on verifying compliance with the obligations governing provision of the universal service of public pay-telephones and of telephone directories, whose provision is the responsibility of MEO; on the observance of procedures followed by various operators when suspending and terminating electronic communications services; and on the portability of numbers in the mobile service.

In the market for postal services, 162 inspections were carried out, focusing on the post offices and postal distribution centres of CTT and verification of customer waiting times in postal establishments. In addition, inspections were carried out on other postal service providers.

In the field of telecommunications infrastructure in buildings (ITED) and in housing developments, urban settlements and concentrations of buildings (ITUR), 255 inspections were performed. These actions sought to check compliance among market agents with the regime applicable to the construction of telecommunications infrastructures in buildings and in housing developments, urban settlements and concentrations of buildings.

In its oversight of the radio equipment and electronic communications terminal equipment market, ANACOM performs inspection activities to verify compliance with the legal regime governing the free movement, placing on the market and putting into service of equipment. In the first six months, 113 undertakings (importers, distributors, retailers) and 84 devices were inspected.

In terms of spectrum monitoring, 1,617 actions were reported during the period. Out of this total, 903 actions were previously scheduled by ANACOM and 714 resulted from requests addressed to ANACOM.

The purpose of this work is to monitor spectrum use and ascertain whether the spectrum is being used in the most correct and efficient manner, ensuring that there is no loss of quality in the provision of the different services and that there are no security breaches as could threaten people and property due to interference.

In overseeing use of the spectrum, ANACOM conducts visits to verify that networks and stations are operating in accordance with the law. This activity is performed on a regular and ongoing basis and also when there are temporary events which require the use of frequencies to stage, such as concerts and football matches.

The findings of all these inspections are then examined. In cases where situations of non-compliance are detected, ANACOM initiates corresponding sanctioning procedures.
