IP interconnection proposal - public consultation


On 4 August 2017, ANACOM approved a draft decision on the IP interconnection architecture proposal presented by MEO - Serviços de Comunicações e Multimédia (MEO), as determined by ANACOM in its decision of 21 December 2016 on the analysis of the wholesale market for call termination on the public telephone network at a fixed locationhttps://www.anacom.pt/render.jsp?contentId=1401971.

On 22 February 2017, a meeting was held (organised by the regulator and open to the various operators concerned), in which MEO presented the outline of its proposal. Following this meeting, some operators sent MEO their position on the matter, so that the proposal referred to in this draft decision incorporates contributions from several operators as well as MEO's position on the concerns which the operators express.

Notwithstanding the considerations set out throughout the document, and in particular the position of ANACOM in relation to the various matters at hand, especially in cases where this position differs from that advanced by MEO, ANACOM does not seek to require changes to proposals where based on consensus among the various Operators, on the assumption that this consensus - in terms of interconnection - is the one best suited to the interests at stake.

In this context, the draft decision describes, in general terms, the content of MEO's proposal, highlighting in particular the aspects where there appears to be less consensus or where the regulator's intervention is considered necessary and timely.

It was also determined to submit this draft decision to the prior hearing of interested parties, pursuant to articles 121 and 122 of Código do Procedimento Administrativo (Administrative Proceeding Code - approved by Decree-Law no. 4/2015 of 7 January) and to the general consultation procedure established under article 8 of Lei das Comunicações Eletrónicas (Electronic Communications Law - Law no. 5/2004 of 10 February in its current version). Under both procedures, interested parties are given a period of 20 working days to respond (comments in writing and in Portuguese).

Comments should therefore be sent, no later than 5 September 2017, by email to interligacao-ip@anacom.pt1. Once the consultation process has been concluded, the contributions received will be made public. Therefore, for the purposes of publication on this website, interested parties should also submit a non-confidential version of their responses excluding any items considered confidential.
