Values of universal postal service quality indicators reported by CTT in 2016


On 2 November 2017, ANACOM approved a final decision on the quality indicators (QSI) of the universal postal service reported by CTT - Correios de Portugal (CTT) in 2016.

ANACOM has ordered CTT to undertake the following:

1. application of the compensation mechanism provided for in article 7 of the "quality of service parameters and performance targets for the universal postal service", as set forth in ANACOM's decision of 30 December 2014 Universal postal service quality of service parameters and consultation on the definition of values for the indicator on registered mail transit timehttps://www.anacom.pt/render.jsp?contentId=1344028, following verification that the minimum value for QSI4 (non-priority mail not delivered within 15 working days) was not been met in 2016;

2. in accordance with the preceding paragraph, application of a deduction of 0.03 percentage points from the weighted average variation in the prices of the basket of correspondence, postal parcels and editorial mail services allowed for 2017, which deduction would benefit the users of those services universally;

3. commencement of the application of the deduction determined in the previous paragraph within a maximum period of 15 working days from the date of notification of the final decision, with full application by 31 December 2017;

4. notification to ANACOM as to the price deduction to be implemented in compliance with the previous points, prior to the date of its application, accompanied by information demonstrating compliance with this decision, including the maximum price variation allowed for 2017 and as determined in paragraph 2 above;

5. correction of the published information on QSI values reported in 2016 at the specific address on its website within 10 working days of the date of notification of the final decision and at postal establishments within 20 working days from the same date.
