32nd plenary meeting and 3rd IRG General Assembly - October 2017


The 32nd plenary meeting of the Board of Regulators (BoR) and Management Committee (MC) of the BEREC Office and the third meeting of the General Assembly (GA) of the Independent Regulators Group (IRG) took place on 4-6 October 2017 in Bucharest, Romania.

Standing out among the various issues dealt with at BoR level is approval of the documents “Draft 19th International Roaming BEREC Benchmark Data Report”, “Draft Regulatory Accounting in Practice Report 2017”, “Draft BEREC Summary Report from the study trip to India”, “Draft BEREC input on weighted average of maximum mobile termination rates” and “Draft BEREC Strategy 2018-2020”.

The plenary session also approved the publication of various documents for public consultation, specifically: the BEREC working programme for 2018, the “BEREC report on the impact of premium content on ECS markets and the effect of devices on the open use of the Internet” and the “BEREC Preliminary report in view of a common position on monitoring mobile coverage”.

The plenary session also analysed a report on an opt-in model net neutrality measurement tool and adopted a high-level declaration on responsibilities of national regulatory authorities in light of the discussions on the regulatory framework review.

At MC level several questions concerning how the BEREC Office works were considered.

The IRG GA also dealt with administrative questions and discussed the budget for 2018 as well as the subjects of IRG workshops that will be held in the coming year.
