Study on the Licensed Shared Access (LSA) spectrum-sharing model


A meeting took place on 10 January 2018 to officially launch the "Study on the Licensed Shared Access (LSA) Spectrum-Sharing Model". The meeting was held between ANACOM and a number of strategic partners in the following areas:

  • mobile operators (MEO - Serviços de Comunicações e Multimédia/Altice, Vodafone Portugal - Comunicações Pessoais and NOS Comunicações);
  • television operators (RTP - Rádio e Televisão de Portugal, SIC - Sociedade Independente de Televisão and TVI - Televisão Independente);
  • industry (Huawei, Nokia and Fairspectrum);
  • research and development (Instituto de Telecomunicações).

The meeting was held at ANACOM's head office in Lisbon and was opened by the Chair of its Board of Directors, João Cadete de Matos.

This applied study in engineering was conducted with the aim of analysing alternative spectrum management scenarios and models, particularly those involving the concepts of Licensed Shared Access (LSA) in the 2.3-2.4 GHz band.

The outlined methodological approach will make it possible to explore and acquire knowledge, from a solid experimental basis, about the technologies and interrelationships among the various actors in the processes associated with the implementation of the LSA spectrum-sharing model, including control and management of the spectrum uses identified.

In this context, the aim is to assess whether, in what form and to what extent, Programme Making and Special Events (PMSE) and mobile systems may coexist in the 2.3-2.4 GHz band, given their specific characteristics.

Similar experiences in other countries have demonstrated the importance and strategic nature of the results which can be obtained from studies of this type, which are complemented by the diversity of innovative solutions proposed and tested.

These studies have been central to the performance of the regulatory functions to be undertaken by national regulatory authorities, in the context of spectrum management, in foreseeable future scenarios and in line with the European Commission's decisions on the subject.
