ANACOM promotes the establishment of partnerships with entities of the national scientific and technological system


ANACOM decided to develop partnerships with non-profit making entities geared to the production and disclosure of knowledge and with institutions that are part of the national scientific and technological system, namely higher education establishments, in compliance with its Multiannual Activity Plan for 2019-2021.

The partnership actions aim towards the co-production of useful knowledge of public value and can be carried out in various forms, provided that they are considered to be mutually advantageous, namely the conduct of applied scientific research or specialised studies.

The study and research areas that are considered relevant include the fields of law, economics, management, information and engineering that could strengthen knowledge and action in the areas of electronic and postal communications, governance of the spectrum and infrastructures, as well as the digital economy and modernisation of regulation. Merely for illustrative purposes, the Annex lists some of the topics considered relevant.

ANACOM shall support the development of actions included in the partnerships that are established, namely in terms of access to the bibliographic and documental records and to the laboratories and technical facilities, collaboration by its specialist technical personnel and the granting of compensations and support within its budget for this purpose, under conditions and configurations to be agreed on a case by case basis.

Entities interested in pursuing scientific and technological cooperation with ANACOM should identify how they propose to contribute to developing and optimising the research and sharing of information and knowledge in the fields that fall under ANACOM's mission or to making it more effective. Based on the expressions of interest received, and confirmation of the entities' scientific and technological capabilities, ANACOM will make an assessment of the proposed contribution and its impact, in order to identify the cases that justify the conclusion of partnership agreements.

The agreements to be concluded will detail the actions covered in the partnerships with the selected entities and specify the obligations of the parties involved.
