The 81st meeting of the ECC’s WG SE was held last 20-25 January in Nice, France, attended by about 58 participants, including the ECO observer and representatives of industry and/or operators: Access Partnership, APWPT, ASFINAG, Bolt&Yurdal Consulting ApS, CAR 2 CAR, EBU, Energistyrelsen, Ericsson, ETSI, Geyser-Telecom Ltd, Hewlett Packard Enterprise, IARU Region 1, IDS GeoRadar, Kapsch TrafficCom AB and WIFI ALLIANCE.
The following documents were approved for publication after the respective public consultation phase:
- Revision of ECC Report 271 on compatibility and sharing studies related to NGSO satellite systems operating in the FSS bands 10.7-12.75 GHz (space-to-Earth) and 14-14.5 GHz (Earth-to-space);
- ECC Report 288 on conditions for coexistence between fixed service and other envisaged outdoor uses/applications in the 57-66 GHz range;
- ECC Report 289 on wireless power transmission (WPT) systems for electrical vehicles (EV) operating within the 79-90 kHz band;
- ECC Report 290 on studies to examine the applicability of ECC Reports 101 and 228 for various ITS technologies under EC Mandate (RSCOM 17-26Rev.3);
- ECC Report 291 on compatibility studies between smart tachograph, weight and dimension applications and systems operating in the band 5795-5815 MHz and in adjacent bands.

The revision of these recommendations aims to double the currently recommended channelling. The aim is to increase the capacity of radio waves used in the operators’ transport (backhaul) network for provision of broadband 5G services.

Regarding the work of Project Team 7 (PT SE7) (responsible for mobile service issues except international mobile telecommunications (IMT)) concerning eventual spectrum sharing between low-power equipment for programme making and special events (PMSE) (wireless microphones and wireless audio monitors) and aircraft security systems in the 960-1164 MHz frequency band, WG SE expects a preliminary report to be forwarded to the ECC will be presented at the next meeting.
Regarding the introduction of railway mobile radio (RMR) in 900 MHz, 1900-1920 MHz and 2290-2400 MHz, PT SE7 indicated the intention to produce two reports (#A: RMR in 900 MHz and #B: RMR in 1900 1920 MHz and 2290 2400 MHz). WG SE indicated to PT SE7 that with respect to the EC mandate the two reports should be approved on a preliminary basis by January 2020.
The following tasks were also created at this WG SE meeting:
- Assigned to project team 19 (PT SE19); to draw up guidelines for accommodation of the band and carrier aggregation (BCA) technique;
- Assigned to project team 21 (PT SE21); to update ECC Report 249 (unwanted emissions of common radio systems measurements and use in sharing/compatibility studies) with new measurement results;
- Assigned to project team 24 (PT SE24); to analyse new opportunities for SRDs in the 915-919.4 MHz band.
Regarding the task on use of new fixed satellite service (FSS) technologies (non-coordinated) in the fixed service sub-bands, operating in 27.5-29.5 GHz, thereby enabling an increase in FSS capacity for backbone, a preliminary version of the report is expected for the next WG SE meeting.
Finally, the preliminary work on introduction of WAS/RLAN in the 5925-6425 MHz band has been notably completed.
The next meeting will be held on 27-29 May in Prague.
