IRG plenary meeting, workshop and plenary meeting of BEREC - June 2019


The following events were held in Ghent, Belgium:

1. 12 June 2019 - a workshop co-organised by BEREC and the European Consumer’s Organisation (BEUC), focusing on the topic of ‘Understanding consumer vision and perspectives with respect to Europe’s telecoms’.

Consumer rights in the sector of telecommunications, covering its various aspects, were debated, with presentations given by representatives from the academic world, the Organisation for Economic Cooperation and Development (OECD), BEREC and the BEUC, among others;

2. 13 June - General Assembly of the Independent Regulators Group (IRG), which discussed the future of this regulators group and considered internal issues involving the budget and the organisation of seminars and training activities;

3. 13-14 June - 39th BEREC plenary meeting, which approved an important set of documents, of which the following stand out:

  • BoR (19) 91 Draft BEREC report on termination rates at European level;
  • BoR (19) 94 Draft BEREC report on access to physical infrastructure in the context of market analysis;
  • BoR (19) 95 Draft BEREC guidelines on the minimum criteria for a reference offer relating to obligations of transparency (for public consultation);
  • BoR (19) 106 Draft BEREC report on the data economy;
  • BoR (19) 110 Draft BEREC common position on infrastructure sharing;
  • BoR (19) 107 Draft BEREC response to the public consultation from the EC on the review of the recommendation on relevant markets;
  • BoR (19) 113 Draft BEREC guidelines for the notification template pursuant to article 12, paragraph 4 of Directive 2018/1972 of the European Parliament and of the Council (for consultation);
  • BoR (19) 101 Draft BEREC opinion on the functioning of the roaming market as input to EC evaluation;
  • BoR (19) 114 Draft BEREC guidelines on common criteria for the assessment of the ability to manage numbering resources by undertakings other than providers of electronic communications networks or services and of the risk of exhaustion of numbering resources if numbers are assigned to such undertakings;

4. 14 June - plenary meeting of the BEREC Management Board, which debated matters concerning organisation of the Office, including renewal of the director’s mandate, and approved several documents concerning that body’s management.
