Plenary meeting and workshop - June 2019


The ERGP plenary meeting, chaired by ANACOM (which holds the group’s presidency in 2019), was held last 27-28 June in Ponta Delgada.

The ERGP opinion on the review of the regulatory framework for postal services was approved, in which the ERGP defends a perspective for the regulatory framework oriented toward the future, bearing in mind technological developments and changes already felt at demand level, and which will intensify in the future. The ERGP holds that the new framework should only admit regulatory interventions in the event of current or potential market failures. The main goal of regulation should be to ensure proper market functioning to enhance competition, and to supply a universal service that guarantees the availability of a minimum set of affordable postal services with a determined level of quality.

This meeting also served to approve the ERGP’s working programme for 2020 (public consultation version), the ERGP’s medium term strategy for 2020-2022 (public consultation version) and the report on developments concerning postal networks and access practices.

Also discussed were other aspects concerning implementation of the regulation on e-commerce parcel delivery, how to communicate quality of service information and key postal sector indicators, and also the preliminary programme for the 2019 Stakeholders Forum.

The plenary meeting was preceded on 27 June by an internal workshop on the ERGP opinion on the review of the regulatory framework for postal services.
