ANACOM approves maximum retail prices for calls to 707, 708, 808 and 809 numbering ranges


On 28 November 2019, ANACOM approved the final decision on the definition of the maximum retail prices for calls to "707" and "708" (universal access services) and "808" and "809" (share cost calls) numbering ranges.

Accordingly, this Authority determines that:

  • the maximum retail price (not including VAT) for calls to “707” and “708” numbering ranges made by clients of the fixed telephone service is 0.09 euros per minute, with billing by the second from the first minute onwards;
  • the maximum retail price (not including VAT) for calls to “707” and “708” numbering ranges made by clients of the mobile telephone service is 0.13 euros per minute, with billing by the second from the first minute onwards;
  • the maximum retail price (not including VAT) for calls to “808” numbering ranges is fixed at the maximum value of 0.07 euros for the first minute and for the following minutes at the maximum values of 0.0277 euros per minute during normal hours (business days from 9h to 21h), and 0.0084 euros per minute during economic hours, with billing by the second from the first minute onwards;
  • the maximum retail price (not including VAT) for calls to “809” numbering ranges is fixed at the value of 0.0258 euros per minute, with the billing being defined by the second from the first minute onwards.

The maximum prices referred to above enter into force 9 months after the endorsement of this final decision, without prejudice to the possibility of its enforcement at a previous time by initiative of the providers to which the client is bound. In view of the indicated time limit, ANACOM determination of 16 January 2004https://www.anacom.pt/render.jsp?contentId=420676 will be replaced taking effect on this date.

ANACOM also determined that the definitions contained in the national numbering plan (PNN) relative to the “808” and “809” numbering ranges should be updated. For the “808” range it should be replaced by “Shared cost calls in which the maximum price payable by the caller is 0.07 euros for the first minute and for the following minutes 0.0277 euros per minute during normal hours, and 0.0084 euros per minute during economic hours, with billing by the second from the first minute onwards (values not including VAT)”. For the “809” range it should be replaced by “Shared cost calls in which the maximum price payable by the caller is 0.0258 euros per minute, with billing by the second from the first minute onwards (values not including VAT”.
