Measurement of the postal service quality indicators - use of transponders


ANACOM approved, on 28 November 2019, the draft decision (DD) that partially rejects the request submitted by CTT - Correios de Portugal (CTT) to use RFID (radio frequency identification) transponders1 in the measurement of the quality of service indicators (QSI) relative to transit times of postal items.

In general terms, according to CTT, the use of transponders aims to validate the information reported by the panellists, reducing human error in the measurement of the QSI and thus contributing towards increasing the reliability and trustworthiness of the results obtained.  The access to information regarding the specific points of the network with RFID coverage aims to detect constraints and act in the operational network of CTT, in order to provide a better quality of service.

Following the collection of additional information and analysis of all the elements, ANACOM hereby determined the following:

  • Reject the use of semi-active RFID transponders, considering that, given their characteristics, it does not meet the requirements established by ANACOM in its decision of 28 December 2018https://www.anacom.pt/render.jsp?contentId=1465863.
  • Approve the use of passive RFID transponders, as well as the use of equipment which allows the identification of the moment at which postal items containing such transponders are deposited in the recipients’ mailboxes, provided that full compliance with some requirements specified in the DD is ensured.
  • Reject CTT's request for authorisation to access information regarding the specific points of the network with RFID coverage where the test item with transponder circulated, since that information can only be used for the purpose of measuring the QSI values.

This DD was submitted to the prior hearing of CTT for the period of 10 working days, in accordance with the Código do Procedimento Administrativo (Code of Administrative Procedure).
