ANACOM approved, on 12 March and with effect on 1 April 2020, the 4th edition of the ITED Manual - Requirements and technical specifications of telecommunications infrastructure in buildings, and the 3rd edition of the ITUR Manual - Technical Requirements and Specifications for Telecommunications Infrastructure in Housing Estates, Developments and Building Complexes.
ANACOM also approved a transitional period, until 31 July 2020, during which technical projects for telecommunications infrastructure in buildings, as well for Telecommunications Infrastructure in Housing Estates, Developments and Building Complexes, made in accordance with the previous requirements and technical specifications (3rd edition of ITED Manual and 2nd edition of ITED Manual, respectively) will still be valid. For this purpose, the date considered will be that of the project's submission to the Municipal Council, in cases covered by article 71 of Decree-Law no. 123/2009 of 21 Mayhttps://www.anacom.pt/render.jsp?contentId=975261, n the wording given by Decree-Law No. 92/2017 of July 31https://www.anacom.pt/render.jsp?contentId=1418606, or the project's completion date (as specifically mentioned therein and in the designer's guarantee) in cases covered by article 36, 66 and 72, of the same law.
This transitional period is justified by the need to safeguard projects that have been concluded in the meantime in accordance with previous editions, as well as to allow the different bodies involved to have reasonable time to know about the contente of the new technical standards. It was also determined that the notice should be published in 2nd series of Diário da República (Official Journal), made pursuant to paragraph 2 of article 106 of the same law.
The drafts, of the 4th edition of the ITED Manual and the 3rd edition of the ITUR Manual, had been approved on 14 November 2020https://www.anacom.pt/render.jsp?contentId=1496807 for notification to the European Commission (EC). The EC gave its position on the draft, and its comments were duly taken into account in the final version.
