ANACOM puts the multi-annual activity plan for 2021-2023 to public consultation


ANACOM approved, on 16 July 2020, the likely direction of the decision that puts this Authority's multi-annual activity plan for the 2021-2023 period to public consultation

ANACOM intends to listen to stakeholders and to learn the priorities and needs identified by all players in the sector, namely consumers and other users, operators and other interested parties, which will be studied and taken into account insofar as they help to make the actions taken by the regulator more effective in the framework of the duties assigned to it by law.

The structure of the plan proposed for 2021-2023 is based on three strategic objectives:

  • Ensuring that the entire country obtains maximum benefits in terms of choice, price, quality and security of postal services and electronic communications through active and stringent regulation which promotes efficient investment, facilitates the sharing of infrastructure and guarantees fair and dynamic competition.
  • Ensuring maximum protection of the rights of communications users throughout the country and among more vulnerable populations in particular, by promoting a regulatory framework which gives priority to information and transparency and which encourages and ensures best practices.
  • Strengthening regulation in Portugal and holding it accountable, through full respect for its autonomy, impartiality and independence and through a demand for the rigorous fulfilment of its mission, especially through the sharing of information and knowledge and by promoting efficiency and the economic use of resources which are indispensable for the full accomplishment of its responsibilities.

These strategic objectives are aimed at reinforcing the effectiveness of compliance with ANACOM's mission, essential for sustained development in the communications sector, while meeting the needs of all users and defending the rights of citizens.

The multi-annual plan also specified the 29 actions that ANACOM proposes to develop in light of the strategic objectives identified above, on which all interested parties are invited to give their opinion under the framework of this public consultation.

Reception of comments ends on 1 September 2020. These should preferably be sent by e-mail to plano2021-2023@anacom.ptmailto:plano2021-2023@anacom.pt1.

Once the consultation process is concluded, the contributions received will be disclosed to the public, so the interested parties should also send a version not containing elements considered confidential for the purpose of posting on this site.
