Coimbra Region Intermunicipal Community informs ANACOM of concerns about the quality of communications


ANACOM held a meeting on 30 September 2020 with the Intermunicipal Community of the Region of Coimbra (CIM RC). The meeting was requested by the CIM RC to discuss a whole series of concerns about communications with ANACOM.

This meeting, attended by the Chairman of ANACOM, João Cadete de Matos, who was received by the Chairman of  CIM RC, José Carlos Alexandrino, followed another meeting held by video conference on 6 August, to disseminate the DTT migration process, which took place between 1 and 17 September in the municipalities included in this CIM (Arganil, Cantanhede, Coimbra, Condeixa-a-Nova, Figueira da Foz, Góis, Lousã, Mealhada, Mira, Miranda do Corvo, Montemor-o-velho, Mortágua, Oliveira do Hospital, Pampilhosa da Serra, Penacova, Penela, Soure, Tábua and Vila Nova de Poiares).

Thus, the agenda of the meeting of 30 September started with state of play of the DTT migration in the region covered by the CIM. In total, 16 transmitters changed frequency, the DTT call centre received 3073 calls and it was necessary to send ANACOM technical teams to provide home support for tuning in 175 situations.

The Chairman of ANACOM also presented the 5G implementation calendar and ANACOM's proposals which feature in the draft auction regulation submitted to public consultation.

The concerns expressed to ANACOM's Chairman include in particular the insufficient broadband coverage, both mobile and fixed, at a time when it is essential due to the pandemic situation (Covid-19), in addition to being crucial for economic and social development and to promote territorial cohesion. ANACOM referred to national roaming and the sharing of infrastructures as a way to improve the coverage of zones of the country in which it is most insufficient, with less investment effort. ANACOM also recalled the mobile broadband coverage obligations imposed at the time of the Multiband Auction and the renewal of the 2100 MHz frequency user rights, as well as the rural broadband network coverage, built with public funds, as a form of improving communications in Portugal.

ANACOM's Chairman also evoked the goals to cover low-density parishes featured in the 5G auction regulation, the proposed transition of the European Electronic Communications Code which foresees a universal broadband service, and the satellite solutions, as ways to take broadband to places where it does not yet exist.

The proliferation of aerial cables instead of their burial, and the deterioration of the quality of the postal service were other concerns expressed by the municipal authorities.
