On 26 October 2020, ANACOM's new organisational model came into effect, conceived in line with the legal framework governing this authority and simplifying the one currently in force. The goal is to make the authority more agile, integrated and multidisciplinary, as well as better equipped to face the challenges of regulating the electronic communications and postal sector and space activities.
The last modification to ANACOM's organisational structure occurred 10 years ago, with no changes since then, thereby warranting a more streamlined, less vertical organisational model. The structure in effect until now included 60 units (10 departments, 27 divisions, 7 areas and 16 hubs), while the new organisational model will be comprised of 12 units (4 directorates-general, 5 offices and 3 delegations in Porto, the Azores and Madeira).
The directorates-general will be organised based on teams of varying composition and clearly defined spheres of activity, prioritising organisation by multidisciplinary areas, team flexibility and mobility of the teams’ members and leaders. The offices will entail structures of relatively small size. The Azores, Madeira and Porto delegations correspond to structural units already in place, but now acknowledged as independent.
This was the first time that the holders of managing positions at ANACOM have been appointed by public tender, pursuant to the Framework Law of Regulatory Bodies, for which professionals from inside and outside the institution applied.
In the wake of this public tender, the following persons have been selected, who will take on their positions as of today:
- Luís Gaspar, in the position of Director-General for Regulation;
- Vítor Rabuge, in the position of Director-General for Supervision;
- Augusto Fragoso, in the position of Director-General for Information and Innovation;
- João Sequeira, in the position of Director-General for Human and Financial Resources;
- Pedro Ferreira, in the position of Manager of the Board of Directors Support Office;
- Álvaro Ferro, in the position of Manager of the Auditing Office;
- Ilda Matos, in the position of Manager of the Communications Office;
- Margarida Guimarães, in the position of Manager of the Litigation Office;
- Filipe Batista, in the position of Manager of the Foreign Affairs and Development Office;
- João Beleza Vaz, in the position of Manager of the Azores Delegation;
- José Nelson Melim, in the position of Manager of the Madeira Delegation;
- Luís Roque Pedro, in the position of Manager of the Porto Delegation.
With the entry into effect of this new structure, the previous structure is discontinued, together with the terms of office of the prior managers.
