ANACOM applies compensation mechanism due to non-compliance with the postal service quality indicators


On 6 November 2020, ANACOM approved the application of a different modality of financial compensation (or alternative measure), in benefit of the users, proposed by CTT – Correios de Portugal (CTT), as a form of application of the compensation mechanism due to non-compliance with universal postal service quality indicators in 2019, as determined by ANACOM on 2 October 2020https://www.anacom.pt/render.jsp?contentId=1565116.

According to the “Service quality parameters and performance targets associated with the provision of the universal postal servicehttps://www.anacom.pt/render.jsp?contentId=1457268”, alternative measures should only be applied in exceptional situations duly substantiated by CTT, associated with operational difficulties in the implementation of the price reduction.

ANACOM believes that the current circumstances, marked by a pandemic situation that has progressively worsened, unmistakably represent an exceptional situation, with significant impact on CTT's activities.

Thus, the application of the alternative measure was approved, which establishes the following:

a) Reduction, between 1 and 30 November 2020, of prices of various national correspondence services (regular mail, priority mail, standard registered mail and registered mail), the international economic mail service - special arrangement and subsidised pricing of the national editorial mail service.

b) Reduction, between 1 November and 31 December 2020, of the sending price of the 20 -50g weight bracket, in the context of regular bulk mail subject to special prices, in the domestic service.

c) Mass distribution of a prepaid postcard to all households in Portugal during the first fortnight of December, for use on the date desired by the customer.
CTT should subsequently send ANACOM the overall results of each one of the measures, as well as the overall results of the established measures as a whole.
