CTT proposes to maintain density targets of the postal network and minimum service offers up 31 December 2020


On 19 November 2020, ANACOM approved the draft decision on the density targets of the postal network and minimum service offers that should be enforced up to 31 December 2020, as proposed by CTT – Correios de Portugal (CTT).

It should be recalled that ANACOM decision of 15 September 2017https://www.anacom.pt/render.jsp?contentId=1418158, complemented by the decision of 21 August 2019https://www.anacom.pt/render.jsp?contentId=1483036, established the targets between 1 October 2017 and 30 September 2020, and that, on 30 September 2020, in view of the lack of any communication sent by the concessionaire of the universal postal service (CTT) under the terms established in clause 15 of the Concession Contract, and considering that the enforcement of these targets expired on that date, ANACOM, stressing the importance of safeguarding that from 1 October 2020 onwards and while the concession remains in force, the density targets of the postal network and minimum service offers exist and must be complied with:

a) requested CTT to submit a proposal of targets for postal network density and minimum services offered;

b) ordered that, from 1 October 2020 and up to the approval of density targets of the postal network and minimum service offers, under the terms established in clause 15 of the Concession Contract, the concessionaire of the universal postal service ensure compliance with the targets and minimum offers stipulated by the aforesaid decision of 15 September 2017, complemented by the decision of 21 August 2019.

CTT now propose to maintain the targets established in those decisions up to 31 December 2020, inclusively, the date on which the Concession Contract ends, due to considering that it would be unjustifiable to change the targets for such a short period of time and that these targets overly ensure compliance with the standards imposed in this regard by the Postal Law and by the Concession Contract.

ANACOM believes that the density targets of the postal network and minimum service offers, submitted by CTT are appropriate to the needs of the users.

ANACOM also decided to submit this draft decision to the consultation of the users, with the interested parties being given a period of 10 business days to submit comments. The receiving of comments thus ends on 11 November 2020, where these comments should preferably be sent by email to the address densidade-rede@anacom.pt1, in writing and in the Portuguese language.

Once the consultation process is completed, the contributions that were received will be disclosed to the public; therefore, stakeholders should also send an expurgated version, eliminating elements considered confidential for purposes of publication on this website.
