Universal Postal Service Price and Quality Conventions were signed


Universal Postal Service Price and Quality Conventions were signed on January 20, between ANACOM and CTT ? Correios de Portugal, which will be in force up to 31 December 2005.

The Universal Postal Service Quality Convention fixes the minimum quality of service levels and parameters associated with the universal postal service provision.  In accordance with the provisions of this Convention, ANACOM shall monitor every quarter the quality of service indicators (QSI), assessing at the end of each year compliance with the provisions of this Convention, namely through the realization of audits. 

The Universal Postal Service Price Convention rules and defines the rules on how to price the services included in the universal postal service.  In accordance with the Price Convention, the annual average variation of the prices of services in the reserved area cannot be higher than the inflation rate less 0.5%; as to the prices of services in the non-reserved area, they are the responsibility of CTT - Correios de Portugal, subject to ANACOM supervision, having to meet the principles of cost orientation, transparency, non-discrimination, accessibility and tariff uniformity. In addition, CTT are still obliged to maintain a cost accounting system that will allow for the determination of the costs associated with each service.
