IRG and ERG Plenary Meetings


In its plenary meeting on 20 November, the Independent Regulators Group (IRG) approved the Principles of Implementation and Best Practices (PIB) on the application of remedies in the mobile voice call termination market, having agreed on the common goal of reaching a competitive level on the mobile voice call termination tariffs. To reach this goal, the european National Regulatory Authorities (NRA) will create a benchmark which will be the reference for the effect. This benchmark will be revised annually with a view to reaching the common goal as soon as possible.

The European Regulators Group (ERG), in its meeting on 21 November, has adopted also a draft common position on bitstream access.

At the ERG meeting, it has been adopted still, the public consultation report on that same matter (bitstream access), which has ended in the past 31 August, and, at the IRG plenary meeting, adopted the report on designation mechanisms for universal service providers, documents which are already available at their respective website.

At the ERG meeting, it was decided still to submit shortly to public consultation, the draft joint NRA and the European Commission document about appropriate remedies in the new regulatory framework for electronic communications. This document, has counted on contribution from the work done on fixed broadband, fixed narrowband and mobile services, published on 27 November and produced by a group of three consultants (Professor M. Cave, Dr. C. Koboldt and Dr. T. Valletti) and it will be the subject of a public hearing (public hearing) scheduled for 26 January 2004.
