ANACOM releases data on CTT's postal network and quality indicators in 2021


ANACOM, as part of its monitoring action of the universal postal service provision, publishes reports on the postal network and service provision and on the values of the quality of service indicators (QSI) of CTT - Correios de Portugal (CTT), the concessionaire of the universal postal service, in 2021.

The report1 on CTT’s postal network and service provision presents information on the values of indicators of the postal network density and minimum service offers that CTT was required to ensure in 2021, as well as the evolution of the postal network until that date. It is noted that, at the end of 2021, CTT had 2356 postal establishments in operation, of which 570 were post stations (including one mobile post station) and 1786 were post offices (including two mobile post offices).

The total number of postal establishments at the end of 2021 shows an accumulated growth of 1.7% compared to that recorded at the end of 2014, as the number of post offices created in this period exceeds the number of post offices closed. There is, however, a slight decrease in the total number of postal establishments compared to the end of 2020 (reduction of 10 postal establishments). Nevertheless, it is also worth noting the increase in the total number of post stations in 2021, with 8 more post stations at the end of that year than at the end of 2020, with the overall reduction in the number of postal establishments resulting from the decrease in the number of post offices (reduction of 18 post offices). The total number of postal establishments is in line with the postal network density objectiveshttps://www.anacom.pt/render.jsp?contentId=1418158 set by ANACOM on 15 September 2017, supplemented by a determination of 21 August 2019 (which remained in force throughout 2021 following ANACOM’s determination of 14 January 2021), which implicitly set at 2296 the minimum number of postal establishments that CTT must maintain in operation.

As regards the values of quality indicators (QSI) of the universal postal service  provided by CTT, this report2 discloses the QSI values for 2021, without aiming to assess compliance with the objectives set for that year by ANACOM’s decision of 12 July 2018https://www.anacom.pt/render.jsp?contentId=1457268, which remained in force in 2021.

It should be noted that the values presented in the report do not take into consideration ANACOM’s decision of 28 October 2021https://www.anacom.pt/render.jsp?contentId=1711717, whereby this Authority granted CTT’s request to deduct the records of mailings directly affected by the force majeure situation caused by the Covid-19 pandemic, for the purposes of calculation of QSI for 2021, nor the request for deduction of records relating to the second half of 2021 submitted by CTT on 25 March 2022, with the purpose of only presenting the quality of service actually recorded and cannot be used to reach a conclusion on whether targets applicable in 2021 have been met.

Notwithstanding, taking into consideration the available information, it is noted that in 2021 all QSI fell short of their respective performance targetshttps://www.anacom.pt/render.jsp?contentId=1457268. According to CTT, notwithstanding the fact that the postal activity remained in permanent operation throughout 2021, the pandemic situation continued to be reflected in the operation of the postal network, with the constraints having affected the performance of the quality of service during 2021.
