ANACOM participates in the ''30th ECSL Summer Course on Space Law and Policy''


ANACOM, as Space Authority, participated in the session on “Recent Developments in Space Law and Cooperation: Perspectives from Portugal and Spain”, of the 30th ECSL Summer Course on Space Law and Policy https://www.esa.int/About_Us/ECSL_-_European_Centre_for_Space_Law/ECSL_Summer_Course_on_Space_Law_and_Policy, which was held this year in Lisbon from 22 August to 2 September, organized by ECSL – European Centre for Space Law.

Representing ANACOM at this event, Pedro Ferreira, Director of ANACOM’s Board of Directors Support Office, and Raquel Alves, Jurist at the Directorate-General for Regulation made a presentation entitled “The Regulation of Portuguese Space activities, ANACOM’s mission - past, present and future”, presenting Regulation no. 697/2019 of 5 Septemberhttps://www.anacom.pt/render.jsp?contentId=1496233 on the regime governing access to and exercise of space activities, and outlining ANACOM's mission in this context, as Space Authority, noting that:

  • the above Regulation complements Decree-Law no. 16/2019 of 22 Januaryhttps://www.anacom.pt/render.jsp?contentId=1475024, which establishes the legal regime governing access to and exercise of space activities; once the Government's administrative rule on civil liability insurance is approved (due shortly), the legal framework will be complete, and ANACOM will be able to issue the first “space” licences;
  • ANACOM, as Space Authority, is committed to supporting the development of the Portuguese space ecosystem; there is a lot of work to be done following approval of the Regulation, particularly, the creation of the “Space Website”, the preparation of licence application forms, the development of guidelines on data to be presented within the scope of licensing, the definition of criteria for the qualification of a space operation as a reduced risk operation, creation of the national register of space objects;
  • ANACOM has created a Space Mission Unit within its structure to pursue its assigned legal responsibilities with regard to space activities.
